India Launches World’s Largest Population Census After 15-year Delay

India has officially begun its long-delayed national population census, marking the start of the world’s largest demographic exercise—one that is expected to significantly reshape welfare policies and political representation across the country. 

The census, last conducted in 2011, comes after multiple delays due to the COVID-19 pandemic and administrative challenges. With India’s population now estimated to exceed 1.4 billion—making it the most populous nation globally—the updated data is seen as critical for effective governance and planning. 

This large-scale operation will involve more than three million officials and will be carried out in two phases. The first phase will focus on housing conditions, household assets, and access to amenities, while the second phase—scheduled for 2027—will gather detailed demographic data, including education, migration, and fertility trends. 

For the first time, the census will incorporate digital tools, allowing residents to self-enumerate through a multilingual online platform. Enumerators will also use mobile applications integrated with satellite-based mapping to collect and verify data, marking a significant shift from traditional methods. 

The exercise will span all states and union territories, covering thousands of towns and villages. It will also include caste-based data collection—a politically sensitive addition that has sparked debate but is considered crucial for shaping targeted welfare programs. 

Experts emphasize that the census is essential for updating India’s socio-economic baseline, especially as rapid urbanization and migration have transformed the country since the last count. Outdated data has posed challenges for policy implementation, particularly in identifying beneficiaries for welfare schemes and accurately classifying rural and urban populations. 

Despite its importance, the exercise has also raised concerns around data usage and privacy. Some analysts warn that public anxiety linked to broader data collection initiatives could affect participation or accuracy. 

Nevertheless, the census remains a cornerstone of India’s policy framework, offering the most comprehensive snapshot of the nation’s population, economy, and social structure.
