Canada Expands Work Rights For International Students, Streamlines Permit Rules

Canada has introduced new measures to expand work authorization for international students and graduates, as part of a broader effort to simplify immigration processes and reduce administrative barriers.

Under changes implemented by Immigration, Refugees and Citizenship Canada (IRCC) on April 1, 2026, post-secondary international students no longer require a separate co-op work permit to participate in work-integrated learning programs such as internships and practicums. A valid study permit is now sufficient, provided the placement is part of their program and does not exceed 50 per cent of its duration. 

The reform is the first step in a wider package of proposed changes aimed at modernizing Canada’s study and work authorization system.

IRCC is also considering extending work authorization to international students awaiting study permit extensions and graduates waiting for decisions on their Post-Graduation Work Permit (PGWP) applications. These measures are intended to reduce uncertainty and prevent gaps in employment eligibility. 

Additional proposals include removing study permit requirements for certain foreign apprentices and standardizing work permissions during academic breaks.

The federal government says the changes are designed to eliminate inefficiencies caused by requiring multiple permits for a single program, while also providing greater stability for students navigating the transition from education to the workforce. 

The policy shift comes amid a broader decline in international student and worker arrivals. According to recent IRCC data, new student arrivals dropped 37 per cent year-over-year in January 2026, while total temporary resident arrivals fell significantly compared to previous years. 

Ottawa has also committed to reducing the temporary resident population to below five per cent of Canada’s total population, signaling a recalibration of immigration levels even as it seeks to streamline pathways for those already in the system.
