India and the European Union have successfully concluded negotiations on India’s association with Horizon Europe, the EU’s €93.5 billion research and innovation programme, paving the way for Indian researchers, universities and businesses to participate more extensively in European-funded scientific projects beginning in January 2027.
The agreement, which remains subject to formal signing and final approval procedures, marks a significant development in India-EU cooperation in science, technology and innovation, opening new opportunities for joint research across several strategic sectors.
Under the proposed arrangement, Indian universities, research institutions, businesses and scientific organizations will be eligible to apply directly for funding through designated Horizon Europe programmes, reducing the need to secure separate national financing for collaborative projects.
The move is expected to strengthen research partnerships between India and European countries while expanding opportunities for scientific collaboration, technological development and knowledge exchange.
Indian institutions gain access to European research funding
Horizon Europe is the European Union’s flagship research and innovation funding programme, supporting scientific advancement, industrial competitiveness and collaborative projects addressing global challenges.
India’s association will allow eligible Indian institutions to participate in collaborative research initiatives under Pillar II of the programme, which focuses on Global Challenges and European Industrial Competitiveness.
Indian researchers and organizations will also be able to coordinate and lead multinational research projects involving European partners, providing greater opportunities to shape research priorities and manage international scientific collaborations.
The agreement covers several major research areas, including healthcare, artificial intelligence, space technology, climate change, clean energy, digital infrastructure and the bioeconomy.
Participation is expected to facilitate closer cooperation between Indian and European scientists in developing technologies and solutions to shared economic, environmental and public health challenges.
For Indian research institutions, direct access to European funding could also reduce administrative and financial barriers that previously complicated participation in international research projects.
Agreement includes restrictions on certain funding programmes
Despite the expanded opportunities, India’s association will not provide unrestricted access to every component of the Horizon Europe framework.
Indian institutions will not be eligible to host recipients of European Research Council grants under the proposed arrangement, while funding through the European Innovation Council will remain outside the scope of India’s association.
These limitations reflect the specific terms of the negotiated agreement, which primarily focuses on collaborative research under Pillar II rather than the full range of European research and innovation funding mechanisms.
Nevertheless, the arrangement represents an expansion of India’s access to international research networks and funding opportunities.
Partnership strengthens India-EU scientific and technological cooperation
The conclusion of negotiations comes amid growing efforts by India and the European Union to deepen cooperation in emerging technologies, industrial innovation and scientific research.
Both sides have increasingly emphasized the importance of international collaboration in areas such as artificial intelligence, climate resilience, energy security and advanced digital technologies.
The Horizon Europe arrangement is expected to support these priorities by enabling Indian and European institutions to pool scientific expertise, share research infrastructure and undertake larger collaborative projects.
It could also create new opportunities for Indian startups, technology companies and research-driven businesses seeking partnerships with European institutions.
For the European Union, India’s participation would expand the programme’s international research network and strengthen collaboration with one of the world’s largest scientific and technological talent pools.
The agreement also reflects the broader development of India-EU relations, with both sides seeking to strengthen economic and technological ties amid changing global supply chains and increasing competition in advanced industries.
Formal approval required before January 2027 participation
Although negotiations have concluded, India’s association with Horizon Europe must still undergo the necessary legal and administrative procedures before taking effect.
Subject to those approvals, Indian institutions are expected to become eligible for relevant funding opportunities beginning in January 2027.
The agreement would provide a new framework for long-term scientific cooperation between India and the European Union, supporting joint research, technological innovation and the development of solutions to global challenges.
With access to collaborative projects under the €93.5 billion programme, Indian researchers and businesses could gain greater opportunities to participate in internationally funded scientific initiatives while strengthening India’s position in global research and innovation networks.
