New Canadian Citizenship Law Sparks Surge In Americans Seeking Dual Status

A recent change to Canada’s citizenship laws is driving a surge of Americans exploring dual citizenship, with immigration lawyers reporting a sharp increase in applications and inquiries across both countries. 

The shift follows the implementation of Bill C-3 in December 2025, which significantly expanded eligibility for citizenship by descent. Previously limited to one generation, the law now allows individuals with a Canadian parent, grandparent, or even more distant ancestor to claim citizenship—provided they can prove their lineage. 

Legal experts say the demand has been overwhelming. Some firms have seen consultations jump dramatically, with lawyers shifting resources to handle the influx of applicants seeking proof of citizenship certificates. Millions of Americans may now qualify under the revised rules, according to immigration professionals. 

Motivations vary, but many applicants cite political uncertainty in the United States, career opportunities, and the appeal of mobility with a Canadian passport. Others see it as a long-term safeguard, offering flexibility should conditions in the U.S. change. 

While the application fee for proof of citizenship is relatively low at $75, costs can rise significantly for those hiring legal or genealogical assistance. Processing times are currently around 10 months, with tens of thousands of applications already in the queue. 

Officials say the law recognizes citizenship as an existing right for eligible descendants, rather than granting a new status—meaning many applicants are simply formalizing a citizenship they already hold under Canadian law.
