The Punjab Assembly on Tuesday passed a resolution urging the Central government to suspend the mandatory nationwide rollout of E-20 petrol for vehicles not originally designed or certified to use the fuel until consumer, technical and state-specific concerns are fully addressed.
The resolution, moved by Punjab Finance Minister Harpal Singh Cheema, expressed concern that the Centre has moved ahead with the nationwide implementation of E-20 petrol without adequately safeguarding the interests of consumers, vehicle owners and state governments.
While reaffirming support for reducing crude oil imports, enhancing energy security and promoting cleaner fuels, the House said these objectives should be pursued through transparent, scientific and consultative policymaking.
The Assembly noted that millions of vehicles across India, including many in Punjab, were manufactured before E-20-compatible engines became standard. It warned that mandatory use of E-20 fuel could lead to engine compatibility issues, faster wear and tear of fuel system components, lower fuel efficiency and mileage, higher maintenance costs, warranty disputes and reduced resale value of vehicles.
According to the resolution, the financial burden would fall disproportionately on middle-class families, farmers, transporters, small business owners, employees, students and daily commuters.
The House also raised concerns that the Centre advanced the E-20 implementation deadline by five years—from the original 2030 target—leaving consumers, farmers and automobile manufacturers with insufficient time to prepare.
The resolution further warned that higher operating and transportation costs could increase agricultural expenses and the prices of essential commodities, placing additional financial pressure on citizens.
Emphasizing that consumers should not be compelled to use a fuel without full transparency regarding its impact, the Assembly called for independent scientific evaluation of E-20’s effects on mileage, engine life, maintenance requirements and total ownership costs.
Highlighting Punjab’s role in ensuring India’s food security while facing environmental and groundwater challenges, the House said states must be meaningfully consulted before implementing policies with significant economic and environmental consequences.
The Punjab Assembly urged the Centre to allow consumers the choice between ethanol-free petrol and E-20 fuel and recommended that the retail price of E-20 be reduced to reflect its comparatively lower calorific value and fuel efficiency.
The resolution also called for the formation of an independent committee comprising automotive engineers, petroleum experts, environmental scientists, consumer groups and state government representatives to evaluate the technical, environmental and financial implications of E-20 implementation and make its findings public.
In addition, the Assembly asked the Central government to release all scientific and technical data related to E-20, establish a compensation mechanism for consumers who suffer financial or mechanical losses, and forward the resolution to the President of India, the Prime Minister, the concerned Union Ministers and the Vice-Chairman of NITI Aayog.
The House concluded by reaffirming Punjab’s commitment to energy security, environmental sustainability and technological advancement while stressing that these goals must be achieved without compromising consumer interests, the federal spirit of the Constitution or imposing avoidable financial and mechanical burdens on citizens.
